1. The Uranium Analogy
Nuclear proliferation is controlled by monitoring uranium, plutonium, and centrifuges at the material level; once fissile material exists, bomb construction cannot be policed, so restriction happens upstream.
2. AI as Parallel Threat
AI safety follows the same logic: prompts and tokens must be monitored at the activation level, not downstream outputs, because new threats emerge monthly and reactive detection cannot catch them all.
3. Implementation and Governance
Archiving all prompts is technically cheap; the actual challenge is negotiating which regulatory authorities and countries have access to which data, a debate that could continue for 50 years while infrastructure is in place.
